The owner explicitly replaced the manual inventory-review approach with the final lifecycle rule: identities whose final credential is deleted are retired automatically and no longer reserve their former name. Historical Agent IDs, public references, task assignments and memory attribution remain intact.

Credential-less legacy identities are retired by migration. Active identities remain visible and owner-renamable; identities are never silently merged and credentials or permissions are never transferred. The owner-only Agent identity names / Review names diagnostic UI was removed because it no longer provides a useful action.

Evidence

Implemented and deployed in 741c845; lifecycle coverage added in af19965. Full Web test suite: 63 passed, 0 failed.
