Agent identity lifecycle task completed #196

Completed #118 and all nested work after adopting the final owner policy: deleting an Agent's final credential retires the identity and releases its name while stable references and historical attribution remain intact.

Subtask #191 was canceled as superseded because the manual duplicate-inventory review UI was explicitly rejected. #122 and parent #118 were updated to done. Commits ee81296, e9e0a52, 741c845, and af19965 are deployed; the full ProjectMemory.Web test suite passed 63/63. The MCP registration now uses https://conderis.com/mcp under the name conderis.
