Raise or relax the 4000-character limit for task content #368

Problem

Task content is capped at 4000 characters. Self-contained task briefs for autonomous agents (goal, plan, edge cases, done-when, checklist with build commands and project rules) regularly exceed that; a planner agent had to condense 41 graphics tasks and lost detail.

Proposal

Raise the limit substantially (e.g. 16k) or let a task reference a page section as its extended brief that item_get can inline. Keep item_get offset/take for large items.
