Task 226 unified change proposals completed #233

Unified proposal moderation for memories, Project Instructions, and tasks is implemented and committed, including MCP/UI lifecycle, migration, atomic review, access/privacy enforcement, and agent guidance.

Commits 0a7c131 and dbb6d8a complete the final implementation. Legacy memory review tools and the internal duplicate review queue were removed per the pre-release API-cut decision. Migration maps historical moderated memory revisions once without changing published pointers; privacy deletion purges proposal payloads; unpublished drafts are excluded from exports. The SQL migration script was inspected and all 85 MSTests pass. No browser surface was available for an interactive visual pass; responsive component markup and CSS compiled successfully. Deployment remains a separate rollout step.
